Issue Summary: Raymond Datafile processed successfully, but new accounts did not get added
Description:
Datafile Flynn Raymond HBIS Upload Actual 2021-12.csv processed successfully and recorded the correct number or rows in the file process log, but at least some new accounts did not get added to the account table. Example,
Account: 31007-10
Unit: 232
Please reprocess datafile so all new accounts are added and ensure script is on that adds new accounts when new datafile are loaded.
