Issue Summary: LBA Accounts continually being created and mapped to specific department, but look like duplicates
Description:
Two records (IDs 369633 and 369634) in the account table, Account 806400 for Units RFN and IBX-Apple are continually being created and mapped to Department LBAHB13000 – Property Ops and Maintenance (LBA). I think this is happening in error because I moved which Department these accounts go to. There are already two records (355275 and 355327) that are the same Accounts, but mapped to different departments. The second set of accounts, mapped to LBA16000 – Non-Operating (LBA) should stay and the first ones should be deleted and don’t need to be created anymore.
