Issue Summary: HBIS Standard Highgate Files processed successfully, but new accounts not added to account table
Description:

Datafiles below processed successfully, but new accounts were not added to the account table. They would all be for new operating units, but I already added the Operating Units, file formats, and Departments to the portal. Please process so all these accounts get added, then I can add the department and account mapping.
