Issue Summary: Axiom HBIS Standard Datafile processed and accounts added, but missing data

Datafiles Starwood Axiom DRAG HBIS Upload Budget 2022-ALL.csv and Starwood Axiom RESI HBIS Upload Budget 2022-ALL.csv processed successfully and the new accounts from the files were added and mapped, but the data for the new accounts isn’t showing up. For example,

Account: 600005 – IT-FIT
Dept: ROOMS-100-RCPT – Reception (Axiom)
Unit: CRL13020

I see there is data for that account in the datafile and I see the account in the account table, but I don’t see it when I look in the outputs. Please reprocess both files so all records are showing values correctly.

HBIS processing script updated for 2022-ALL version period = YEAR-12 assignment. All HBIS budget files re-processed to check for YEAR-ALL version period.
