Issue Summary: HBIS Standard Highgate Datafiles process, but new accounts not added
Description:
Datafile Starwood Highgate HBIS Upload Actual 2022-03.csv was processed successfully, but there were some new accounts that should have been added. Please reprocess so those are added and use the mapping from the other hotels (IDs below) to assign the Common Account Name AND Department.

One example is Account 680105-1000 for Unit 4750 which I see in the datafile, but the account didn’t get added to the account table.
