Issue Summary: Newport HBIS Upload 2019-12 and 2020-12 loaded, but some data missing
Description:
The below two datafiles processed successfully, but not all the records are showing up. It’s not missing accounts from the account table, it’s sporadically missing certain months from certain accounts. See the attached for what I’m talking about.
