Issue Summary: Highgate HBIS standard 2022-04 datafile loaded, but not all records showing up
Description:

In the file process log for Starwood Highgate HBIS Upload Actual 2022-04.csv I see 41,424. The datafile has 41,429, so a couple accounts might not have been processed properly.

When I check the output in excel, there are only 4,384, so many of the accounts/records aren’t actually populating. It isn’t related to new accounts, I think it’s the department mapping issue. Please reprocess/address immediately so these records show up.
