Issue Summary: Highgate duplicate accounts didn’t get deleted with last processing
Description:

In ticket CAS-387085-N0S2Y4 Reprocess Starwood Highgate HBIS Upload Actual 2022-06.csv, I mentioned there were some accounts that I manually added, to put them in the right department, and I put the old account to dept verify 86, which I thought would have them deleted, but the system just turned the dept verify back to 9.

See Account 768005-6000 – Chargebacks for the 10 Highgate Operating Units (4710, 4720, 4730, 4740, 4750, 4760, 4770, 4780, 4790, 4800). There is the old account in the Department HGHB0000 – Balance Sheet (Highgate) and the new, correct account in Department HGHB6000 – Admin and General (Highgate). Should I just delete the old ones? I thought setting the dept verify to 86 was to delete accounts. Might be good to confirm with Paul on this.
