Issue Summary: New Prelim 1 Budget is loading to wrong Version and Fin Type
Description:
The test data I loaded the other day for Prelim 1 Budget financial type is partially correct, but not completely. It’s in a null financial type for 11 of 12 months, with just december showing up correctly in the Prelim 1 Budget financial type. see attached.
