Issue Summary: Highgate 2018-17 actfcst missing records
Description:
It looks like the below records are missing when I validate the data from the Sunstone BPP Highgate Actual 2018-12.csv datafile. The accounts are in the account table, but the records aren’t in the outputs. Can this be reviewed and those reprocessed if needed. Might be a department processing issue.
