Issue Summary: Starwood HEI prelim 1 Budget datafile missing statistical records
Description:
The datafile, Starwood HEI Prelim 1 Budget 2023-ALL.csv, processed successfully, but the Statistical accounts/records are missing. The datafile includes a currency column (column I) that is STAT or USD and for any row where that column is STAT, an S should be added to the end of the Account in order to match the Accounts in the account table. This script is working on the datafiles for ActFcst and Budget financial type files, just didn’t get added to the Prelim 1 Budget process.
