Issue Summary: Highgate 2022-11 file reprocess
Description:
Resubmitting issue from ticket CAS-388853-P9P2H4. Datafile 10284, Flynn Highgate Actual 2022-11.csv has loaded, but some records/accounts aren’t showing up. I think this is the 0000 departments from the datafile showing up as 0, so not finding any account match in the account table. Can this be reprocessed so the dept 0000 is added to the accounts correctly as 0000 not 0.
