Issue Summary: Stockdale Marker Crescent PS Vertical datafile loaded and processed, but no records

Datafile 12620 processed successfully but I’m not seeing any records or ATransIDs in the outputs. It’s two new OUs 610F and 610. I’ve assigned the OUs to the Crescent Departments. They may need to have accounts added or the OUs enabled for that connector or operator. Please review and reprocess as needed.
